The symbol can be perceived a couple different ways. It can be looked at as people under a microscope or as scientists on either side experimenting on the head of a subject - the circle representing a psychic aura. It can also symbolize the face of the subject with sensors attached to it - the 3rd eye representing a psychic element. Orrr.... just a cool intimidating secret government symbol. ;)

Experiment is shown in the form of a spiral/wave. The person in the middle of that spiral is the target class of people on which experiment is being performed. He is holding his arms in the back of neck and is on his knees. (Showing that the experiment is on big scale by the Government and by the top Scientists, he has to obey and accept whatever is being performed on him). Good luck brothers :)
