In the USA, it's election season, but since it's an odd year, most of the races are for obscure local positions: Board of Estimates member. Water and Sewer Authority Ombudsman. Fire Commissioner. But you don't have to live in the USA to appreciate the kinds of petty bureaucrats that can be encountered in such situations.
The rules of the game are thus: Write a story in which a minor civic official figures prominently. Please look over the suggestions in this discussion before submitting.
