I'm sorry if this has been brought up before and if it has, a link to the discussion will be appreciated.

I was wondering if there are any eligibility rules concerning users who enter both Advance and Beginner contests. I know they exist in the 'Effects' category but I did not see such a disclaimer for writing.

It's just slightly discouraging to enter a Beginner contest with the knowledge that a person who might have won first place in Advance can enter the Beginner as well. Especially if I have run out of credits and began paying to get them.

From the Writing FAQ:

What are the requirements for entering Worth's Writing contests?
Beginner's and Advanced text Contests may be entered by anyone, with the exception of TG:Writer's 101 contests which are long-form contests for beginning writers. There is no limit to the number of entries you may submit, unless one is listed in the contest description.

The TG(Training Grounds):Writer's 101 limitation is no two-or-more Advanced contest trophies (poetry contests excepted). But there hasn't been a 101 contest in a while, probably due to generally low numbers of participation.

I would never discourage anyone from buying credits, but you don't have to. Your unpaid entry goes up for sponsorship, and chances are a generous Worthian will sponsor your entry if they're looking at the sponsorship list before Voting starts.

I suppose it might be rather sporting to have the option to take a trophy for a beginner contest but decline the credits, allowing them to go to the next person in rank.

However, I would say to Morroway that given how voting goes, especially in beginner contests, it is usually anyone's game.

Beginner and Advanced contests in writing are very different. Beginner contests usually rely on quick wit and humour, often very different skills than those which lead to medals in the advanced ones.

So my best advice would be to become neither discouraged nor disheartened, and enter both beginner and advanced with vigor, passion and plentitude!
